Overview
The European Women’s Lobby (EWL) has set in motion its Financial Support to Third Parties (FSTP) 2026. It aims to empower EWL EU national coordinations in contributing to our annual work plan and multiannual Strategic Framework. As part of this initiative, we are looking for an external evaluator to carry out the first thorough evaluation of the project applications received. Additionally, the evaluator will assess the quality of implementation by evaluating the final reports of granted projects.
Purpose
The expert, hereafter named External Evaluator, evaluates the proposals submitted based on the criteria established in the Financial Support to Third Parties Call, detailed in the guidelines provided to the expert by the EWL Secretariat. S/he will also ensure that grantees have fulfilled the requirements outlined in their proposal and contract at the end of the Regranting Scheme process.
Responsibilities
- Evaluate the proposals forwarded by the European Women’s Lobby in a timeframe of two weeks (April 2026).
- Provide a completed evaluation grid and a ranking of the project proposals on the basis of the evaluation criteria by 20 April 2026.
- Assess the final narrative reports for projects’ compliance with requirements, as well as their quality and outcomes in a timeframe of a week (November 2026).
Skills and Attributes
The successful candidate will demonstrate the following skills and attributes:
- A minimum of 3 years’ experience in evaluating project proposals and reports, preferably in the field of gender equality, women’s rights, or related areas
- Strong understanding or motivation to understand European Women’s Lobby’s mission, goals, and strategic framework
- Excellent analytical skills and attention to detail
- Ability to work independently and to respect deadlines
- Familiarity with EU grant-making processes and evaluation methodologies
- Fluent in English, written and spoken; any other European language an asset
- Proficiency in Microsoft Office and general computer and communication software
- No affiliation with any of the EWL members to avoid conflicts of interest
Deadline for Applications: 15 March 2026
Duration: The external evaluator is expected to work on this project from 1 to 19 April 2026 and from 6 to 16 November 2026, for approximately 20 working days.
