Evaluation of the European Women’s Lobby (EWL) current Strategic Framework 2022-2026 and Development of Strategic Framework 2027–2031
As part of our commitment to long term strategic planning and impact-driven action, EWL is preparing to develop its 2027–2031 Strategic Framework, which will provide a roadmap for our work in policy advocacy, sustainability and resilience, communications, membership engagement, and young feminist engagement. To do this, an evaluation of the current Strategic Framework 2022-2026 is a crucial part of the process.
To support this process, EWL is seeking to engage two experienced external consultants/facilitators to lead the evaluation of the current Strategic Framework (2022–2026) and facilitate the development of the new Strategic Framework (2027–2031) through an inclusive and participatory process.
Tasks
The selected consultants will be responsible for:
Phase 1: Evaluation and Research (2025)
- Conducting a comprehensive evaluation of EWL’s 2022–2026 Strategic Framework, including:
- Interviews with EWL members, staff and key external partners and stakeholders.
- An in-depth review of EWL’s structures, including working groups, task force, observatory, committees, Young Feminist Summer School – Agora, work plans and reports, and governance structures.
- Assessment of these mechanisms that were established to support the implementation of the Strategic Framework 2022-2026.
- Assessing EWL’s internal organisational context to identify areas for improvement.
- Conducting an analysis of political, economic, and social ecosystem and trends affecting gender equality in Europe (e.g., feminist economics, digital transformation, climate resilience).
- Delivering a strategic review report summarising key findings and recommendations.
Phase 2: Consultation and Stakeholder Engagement (2025)
- Designing and facilitating a highly participatory consultation process with all EWL members, Board, staff, and external stakeholders, including:
- Workshops (online and/or in-person) with EWL members, the Executive Committee, the Board and the Secretariat.
- Surveys to gather diverse perspectives from members and staff.
- Focus groups to amplify the voices of marginalised groups, ensuring intersectionality is embedded in the new framework.
- Stakeholder interviews with policymakers, institutional leaders, donors, and civil society representatives.
- Presenting consultation findings and key messages emerging as future key strategic priorities.
Phase 3: Drafting and Finalisation of the Strategic Framework (end of 2025–mid 2026)
- Developing the first draft of the EWL Strategic Framework 2027–2031.
- Presenting the draft for feedback and refinement.
- Finalising the Strategic Framework 2027–2031 for adoption by EWL members in mid-2026.
Profile – Requirements
EWL is seeking two experienced consultants/facilitators with:
- Proven expertise in strategic planning and organisational development, particularly within feminist, human rights, or civil society organisations.
- Experience conducting evaluations and analyses of ecosystems regarding political, economic, social sectors.
- Strong facilitation skills, with experience leading participatory consultations, workshops, and focus groups.
- Knowledge of gender equality, intersectional feminism, and European policy frameworks.
- Experience working with membership-based organisations or international NGOs.
- Excellent research and analytical skills, with the ability to compile complex information into strategic vision and actionable insights.
- Strong writing skills in English, with experience in drafting high-quality strategic documents.
We Offer
- Contract Period: September 2025 – June 2026
- Fee: €21,500 (VAT included) per consultant
- Location: Remote, with potential travel for in-person consultations (to be determined).
